Paper of course. As for utensils, rather than buying plastic, consider checking out a restaurant supply store, you can buy stainless steel flatware for about the same price as plastic, really! I did it for my sons wedding, I hosted the rehearsal dinner, 60 invited. Sure it means you’ll have to wash them, but you’ll have them for every occasion from then on.
